Description:	A one line function call to programatically insert a block into the drawing. Returns the SketchBlockInstance for the inserted block.

Precondition:	Drawing file must be active document, and have a block to be inserted.
Postcondition:	Block is inserted and the SketchBlockInstance is returned.
